    Adds Classic-to-3.0 migration from the terminal and V3 hook matching by tool category.

    Offers compatible Classic sessions a switch to the 3.0 engine.Can save 3.0 as default and upgrade agent configurations.

    Improves model fallback behavior and unavailable-model guidance in Classic and V3 sessions.

    Models
    V1/V2 retry refused turns on configured or service-provided fallbacks.Unavailable models retry only on a configured fallback in V1/V2.V3 warns when a session model is unavailable or changed.Unavailable saved default models fall back to the default model.
