Noto Sans PhagsPa is a sans-serif font for Phags-pa script. The supplied Homebrew cask installs one file: NotoSansPhagsPa-Regular.ttf, the regular style. It does not install a font application.

To install it, run brew install --cask font-noto-sans-phagspa. After installation, select the installed Noto Sans PhagsPa font in an application that supports choosing fonts. The cask places the font in ~/Library/Fonts.

The installed file identifies the included style, but does not establish the font’s complete Unicode coverage or any support for ligatures.
