About
New Rocker is a font, not an application. This Homebrew cask installs the regular font file NewRocker-Regular.ttf to ~/Library/Fonts/. It provides that specific file; the cask does not install a set of additional styles.
To install it, run brew install --cask font-new-rocker. After installation, select New Rocker as the font in an application that lets you choose installed fonts. The font file alone does not establish Unicode coverage or support for ligatures, so check the needs of your intended use rather than assuming either.
